I understand where you are coming from but just because they don't fly RJ's doesn't mean they're not a regional.
Cape Air isn't even in the same class as the current crop of carriers known as "regionals" these days. They fly for themselves, they're not a subcontractor. Also, I think they based their "largest independant regional" on the # of departures, ie they have the most number of departures out there. I'd bet a company like Skywest or Mesa carried a LOT more than 560,000 pax last year.
They do have a CAL code share down in FL if I remember correctly though. But code share [SIZE=-1]≠ fee-for-departure.[/SIZE]
