Yank McCobb said:If you bothered to read and understand the reg, it says "moves under it's own power for the pupose of flight". Taxiing to and waiting in the deice line is not "for the purpose of flight". Once they left the deice pad for the runway, then that IS for the purpose of flight.
Of course, it's your logbook. Log it however you want. Just be prepared to defend your logic if you are ever questioned about it.
