If one is getting a new certificate soon with a new rating, will it automatically have the new endorsement on it? Or do you need to ask for it somewhere like an 8710??

The FAA statement made mention of a Feb 11 date and the issuance of new certificates, but it seemed as if that may have been lumped in with the explanation regarding "certificates issued based on a foreign license." Hard to tell.

Any new ATP, FE, etc (ICAO Language Requirement rating) ticket issued from the FAA will automatically have "ENGLISH PROFICIENT" tagged on it...at least that's what the FAA site said.
 
I'm prone to b!tch about stuff like this, but I have to admit it was pretty painless to get the stuff done online. Follow the instructions posted by Fedora above. It took me 15 minutes to get the certs ordered and print my piece of paper for the temp.
 
I watched a video on Yahoo about the English Proficiency endorsement. I had an American Controller talking to a China Air Pilot....Took three tries before the Pilot could understand....
 
By the way, in rare form the feds actually got me my new cert in the mail in one week. It's quick and painless, go ahead to do it.
 
If anyone is having trouble getting English Proficiency Endorsement Certificates, call this number and press 0 (zero) to speak with an examiner.

Do not press 1, it will take you to a link for the FAA website. The FAA website would not allow me to order certificates and the examiner told me that many pilots are having this problem.

They will email you the temp while they stay on the line with you. Then you will have to mail a request to the FAA for the permanent.
