Whats the 10th and 14th for, how often are either used??? Think about it?

Well, the reason I ask is that I have heard two completely conflicting answers from Ground School Instructors..

A few have said: The 10th has 2 simply because there are more things on the system and it needs more protection..

A few have said: The 14th has 1 because it is "hotter" and runs close to the pax (which doesn't really make sense, seeing as the 10th is the one running down by the pax..)
