1. Park at one of the surface Metro stations (East Falls Church for example). It costs nothing to get into the lot, and $3.85 or so to get out (you need a pre-paid metro card to open the gate-the kind made of plastic that you simply wave over the spot). Ride to West Falls Church (orange line), leave the station, and get on the Washington Flyer bus ($3.00) with airline ID. Viola, you're at IAD in about 20 minutes.
P.S. East Falls Church station is accessible from I-66 just east of the beltway. You might also be able to find street parking just a few minutes walk from the station.
2. If you're in a pinch, both the Orange and Red employee lots in Dulles have no gates. Employees have a hangtag on the mirror, but there is no telling how often the lots are patrolled to enforce violations: you might get lucky.
