Nope, he hasn't. But he has a point. From a civilian standpoint, the guard offers all the advantages of gaining seniority while not having to fly at a regional. 4-5 days is a bare minimum to fill squares. 30 days of active duty a year? How about a six month tour to Afghanistan. Those weekend days are OVER.

And besides, no one is ever current in an F-16. They just do all their missions half-assed.
 
I am just going back to my "cold war" reserve days and what I had to do to maintain currency in a P-3. Never got the big call up.
 
Apples and apples there is no difference with civ vs mil at the upper end - on the bottom though there is some basic ability from the mil trained pilot, but the civ with a check book will have the type rating and still be downright scary.
