Designed in the early 90's try 60's. Its been around a long time, long before there were ultra-lights.

Try looking up this group, I think there called the EAA;yes the EAA. Its a group for building airplanes in your garage. Like giant models except they really fly. People at one time designed there own airplanes.
 
I stand corrected, thanks for the precision. I guess I only looked back to when my own aviation history started; it's been 15 years since I've been around the French general aviation and I sometimes mix certain things up. I found 2 interresting websites with the aircraft's history:

Require a parachute? Who cares!! If I were doing aerobatics in that thing, I'd have a frickin' parachute on wheter or not the law required it! Pretty cool, though.

Below 3k, you're not going to have enough time to una$$ that thing anyway and have time for a canopy to deploy. It takes a large shoe horn to strap that thing onto your body.
