Yes it deletes the Top altitude (7000) in the climb via clearance.
Incorrect. There is no top altitude on the Pomona 7 and many other departures, but there is a hold down. In this case you would comply with the 7000 restriction and then climb and maintain 14000.
If that's the case, why would the Except maintain 14,000 be added into the PDC? According to their universal Climb via clearances, 14,000 would be the top altitude on the Pomona7 SID.

Don't be so smug.Sorry to pick on you, but this is a problem I see with pilots today...a part 121 captain who's never heard of TEC. You've obviously passed all the checkrides, but that quick ride to the top leaves a lot of gaps in the knowledge base.
