Looks like the tail came apart right at the pressure vessel. Lucky for the aft FA's and pax. So far no casualty reports. Lucky so far.
 
PAPI and ILS OTS due to runway construction.

I think you are right. Maybe they were thinking the ILS was working or they were focussing on a PAPI that was inop? Hmmm.

you can use LNAV/VNAV down to, well, whatever their minimum AP disconnect height....777 Boeing flight crew training manual recommends 200 agl
