Do you not discuss this with mgmt during your afternoon "duties". Read the contract. Yes you are seat locked if you bid up to the 700.

Can someone base swap off the 700 to IAD

Only if there were to be 700s based in IAD. You can't be a 50 driver up in DC and trade with a 70 driver in Atlanta. Think about it, you're asking the company to train each of you to do the others' job, purely for each others convenience, they're not going to do that, don't worry though, you wouldn't be holding a line either way until we recall everyone...

Look it up in the contract, section 24, part L.

The thing about this that I don't get is the effective date. Dec 1, 2010. Really? That is 5 months away. I just don't see how they have become so smart about our future that they know we need 3 capt's in 5 months. Something about this does not pass the smell test. Don't get me wrong, I love the growth and movement. If your doing a domicile swap with no training involved, enjoy your wait.

Its because the contract allows them to cancel upgrades up until the effective date of the position notice.
