You make it sound like Buttrell is some sort of decision maker! Buttrell is just a puppet who does whatever Kolshak tells him to do, and his job is not in any jeopardy.

His real function is to provide a buffer layer between our management and DALs so that they can keep the illusion of three separate companies (that withdraw from the same bank account) alive.
