I don't know how much correlation Atlas has with a China play on investments, but this article is still an interesting commentary on the company's current state.

Atlas just started ramping up the hiring again. The latest is the pool to be drained by Fall, 2012.
Taking delivery of new airplanes throughout the year.

I would guess it's when they see the timeframe that the pool will be totally drained.
