Is that an extension cord or just "caution" tape? it seems to go all around the wreckage.
 
Until new data comes out rehashing why they didn't stop is a waste of time. It is legal to land with a tailwind on a wet runway if your charts say it is legal. The facts will come out so be patient.
 
FYI, in case you missed it, one of the photos shows the reverser deployed on the #1 engine.
