From what I know, all OM manuals state that you must declare an emergency at 45 min fuel remaining. How you can get to 20 minutes of fuel without other factors involved, I don't know. From the info we have here, it was stupid and unsafe for the crew to get themselves into that situation without being assertive about their emergency situation.
Our manuals stated that you should declare "MIN FUEL" not declare an emergency with 45 minutes remaining.
From what I remember at Comair, OM requires a min fuel report at 2000 lbs, declaration of emergency at 1500.
The CRJ burns about 2000 lbs/hr down low at 200 kts, 2500 lbs/hr at 250. So, 20 minutes is 600-800 lbs total. I can guarantee you they had more than that or you would have heard it in their voices. What is the min fuel for a go-around, 900 or so?
Just shut one down, then you'll have twice as much fuel/time left.
I can only hope he was joking. Either way, if he actually said that stuff during the interview, that's one quick way to not get hired.
