From the DELTA contract:
"New-hires will be assigned seniority numbers on the basis of the last four digits of each individual's social security number. Individuals with the HIGHER numbers will be assigned the LOWEST seniority number".
I'll have to agree with the others. Low seniority number is good. And yes 1 is LOWER than 10.
I don't think this would be too difficult to fix - company agrees to flip it around - union agrees original assignments stand - company agrees to give a couple of "mutually agreeable" days off at some point in the future for the inconvienience of having to bid again.
