Why didn't the Captain just declare an emergency? If you have a "health" emergency onboard with overflowing toilet etc, then I think you can do that. You tell ATC or whoever is there at RST at 1am that you are declaring an emergecy and evacuating (via stairs) onto the ramp. There you go.
I think a lot of the stations should get 2 or 3 DC9 flights a day vs 5 or 6 RJs. Just get rid of the RJs---that would probably solve a lot of our problems--pax hate them anyway, they are inefficient and lose regularly against Airtran 717s, and they clog up the system climbing out at 220 kts above FL200. Sounds like a better answer.
