You are required if the person next to you can't see outside. As an instructor Im not the sole manipulator of the controls, so will they not count my 300 + hours of multi given time. Are you also multi current? Dawn told me last week that I had to be multi current. I guess 12 hrs in the last 12 months wasn't good enough even though I had 250 Multi PIC.
