If starting after december you should get the new per diem rate right. And when do they pay you that, after training or when you start?

It depends upon if need additional training. My sim partner finished almost three weeks after me.

Length of training only depends. For me, I started on August 9th and was done the first week of October. I had no re-training events and was the first to finish OE in my class of 16. Others finished soon after me, while a few more had to wait weeks longer for background checks to clear. I think the largest two variables are re-training events and background checks.
