They get increases for proficiency, extra training, and experience. However, once they reach the top of the scale they will not get any increase except for COL. If they are a proficient employee they will reach top of scale after 3 years.
If they move to a different job, they start over with a new range and quals. I can't afford to pay someone $80,000 per year for a $45,000 per year job.
The only thing that increases for years of service are vacation accrual and EOY bonus.
