Or until someone with enough horsepower, say like at national or the mainline, decides to stand up to them (see the nwa ta jets-jobs provisions, or the small jet subsidiary proposal). Right now, they are taking the easy way out. "Let's let Mesaba stand up to them, they are small enough, let them be the guinea pigs". Real courage and leadership.
