Read the report again very carefully. The pilot stated that he was on the 235 radial of the Spartanburg VOR (SPA), when afterwards he was cleared for the ILS approach into KGSP. The wreckage, however, was found on the 235 radial of the Sugarloaf Mountain VOR (SUG). The terrain around SPA is relatively flat, however SUG has quite a few large hills around it. Apparently he was not in radar contact and his stating the wrong VOR name led the controller to believe he was somewhere that he in fact was not, so he was cleared to descend into the mountains.
