The Board of Pilot Representatives, BPR, passed unanimously:
Resolution: Formal Apology to the 8 Effected Pilots & Closure on Captain's Authority Regarding Management's Failed Attempt at Fuel Conservation Training
WHEREAS Management Pilots attempted to intimidate all of our Pilots by attacking Captain’s Authority and forcing 8 of our most Senior International Pilots to attend “Fuel Conservation Training”, &
all 8 of the pilots selected for “training” are exemplary employees, with untarnished records, clean files and included past and present line check airman, &
this "training" was to include a mandated simulator pre-brief training session, as well as an actual simulator session, both under the pretense that the goal of the “training” was to collect data as to why the Pilots requested additional fuel for a percentage of their flights, &
this supposed "Fuel Conservation Training" was not a joint effort by the US Airways Flight Training Department and USAPA, as to content or purpose, nor was the appropriateness of the training syllabus given any consideration to the inclusion of USAPA’s Training or Safety Committees for feedback regarding the supposed syllabus for this training, &
this supposed "Fuel Conservation Training" did not fall under any of the parameters in our FAA approved "AQP Training," and was instead solely utilized as a disciplinary event, with the added written threat of termination if they chose not to participate in the “training”, &
the US Airways Director of Training, Captain Skinner, allowed an ill-conceived, totally inappropriate & ineffective training protocol to be administered under his direction & within the US Airways training facility, thereby abrogating our AQP philosophy of mutual respect for the training environment and any conceptual considerations for standardization, &
Captain Hogg notified the last of the 8 senior pilots that he would not attend the Fuel Conservation Training because Management had collected all of the "data" that they needed from the first 7 disciplinary training events, &
this statement by Captain Hogg was an outright lie as no pertinent data concerning the flights of the first 7 pilots was ever “collected”, presented or reviewed as verified by USAPA, demonstrating Management’s intention from the start &
Captain Skinner, at a Check Airman's meeting, already publicly apologized to Captain Manfredi for the way that this situation was handled, &
Management selected these 8 Senior International Pilots to make “examples of”, for the purpose of intimidation and influence over our entire pilot group,
THEREFORE BE IT RESOLVED the BPR hereby directs President Steve Bradford, to contact CEO Doug Parker, & demand that a letter of apology, signed by the Management Pilots (Captain Bular, Captain Hogg, Captain Corbusier, Captain Stawnychy, Captain Skinner and Captain Pate) who had a role in this inept & arrogant venture, is overdue & expected immediately, & that the said letter shall be sent via certified mail to each of these pilots’ homes as well as having a certified copy placed into these pilots’ permanent employment files, &
BE IT FURTHER RESOLVED that the BPR directs the USAPA Officers as well as the Safety and Training Committees, to inform the pilots of US Airways along with the attendees of the 2009 Industry AQP conference to be hosted by US Airways, of our management's total disregard of the AQP philosophy of mutual respect for the training environment, &
BE IT FURTHER RESOLVED that the Company's Senior Management Pilot, or his designee, sign a statement of promise that at no time in the future will a covert means of data collection ever be used to discipline our Pilots in any manner, &
BE IT FURTHER RESOLVED that the BPR state that a "Vote of No Confidence” be issued for the following Pilot Managers who were directly involved in this ill-advised Fuel Training Event:

- For refusing to allow any compromise for these 8 pilots and for knowingly lying about the conditions surrounding these events.
- For never asking “Why” these pilots requested additional fuel.
- For refusing to allow USAPA observers for 2 of our Captains in their simulator events.
- For refusing to make available to USAPA the data supposedly collected to indict these eight pilots.
- For his attack on our Pilot’s character and professionalism and their Captain’s Authority as granted by Federal Aviation Regulations.
- For knowingly lying about the conditions surrounding these events.
- For refusing to present the requested data to USAPA.
- For misrepresenting to Captain Clark as to why his session had been canceled.
- For obstructing USAPA’s attempt to keep these Pilots out of this simulator event.
- For allowing this disciplinary fuel training event to be allowed into the Training Department, and for subjugating Check Airmen & IP’s to participate in events that they may not have agreed with.
- For allowing this program to proceed with no syllabus, guidance or standardization.
- For refusing to allow observers into the training event.
- For ignoring the tenets of AQP in this ill-advised program.
- For distributing propaganda against the pilot group and USAPA on “The Hub”..
- For refusing to cooperate with the Safety & Training Committees of USAPA.
- For creating the program secretly based upon the covertly gathered “Captains’ Fuel Report.”
- For collecting covert data on these pilots for more than 15 months.
- For selecting 8 Line Captains to undergo an inept “Fuel Conservation Program.”
- For initially refusing USAPA’s request to allow observers in these sessions.
- For his involvement in ignoring our AQP program at US Airways.
- For not including USAPA in his decision-making on this issue.
- For not speaking to these 8 pilots to communicate the meaning of the program.
- For threatening these pilots with discipline, up to and including termination, in letters signed and sent to their homes via certified mail.
- For taking a stand to “not get involved” even though he did sign and send a letter to his pilot, under his direction, with the threat of discipline, up to and including termination, via certified mail.
