yes, it seems the times are padded big time

and we had a pretty calm WX summer (2008) in the east

and the fall and early winter (nov/dec 2008) saw good wx east of the Miss.

and they (and everyone else) cut capacity after Sep.

and US Air shifted a good amount of flying from PHL to CLT which helped to smooth out phl. it didn't help clt much but at least clt has the airspace and runways to handle the added traffic.
 
The point was "on time arrivals". That's why they changed the "in" logic to "any" door open from the old system of "cabin" door open. That way, when you show up at the gate and the agent is inside watching Oprah, they just have to have a ramper unlatch a cargo door and PRESTO, the plane is on time.
