Minimum time to upgrade?
Differs with each person. Personally I feel that a guy is ready to upgrade when he/she has reached the point that they are not afraid to tell Dispatch/Crew scheduling/Chief pilot etc. to go whizz up a rope when they see something that is unsafe and or questionable from a safety point of view.
Of course the upgrade pilot has to have enough experience to be able to recognize the above unsafe or questionable operation in the first place.
If you are not willing to risk being fired or reprimanded to ensure the safe operation of the airplane, or if you are unwilling to go to bat for a F/A or F/O on your crew that is caught in a legality or rest situation (30/7, min rest etc) then you have no business being in command of an airliner.
