The problem with an ASA operational policy is it only applies to ASA. If you're in ATL, another DAL station or a CA station, it doesn't apply. The best this will do in ATL is show DAL that we have implemented a system for our employees and they are complying with it. So if flights still aren't getting out on time, it's a DAL issue.

PS The first flight out of DAY (CA) yesterday was 2 hours late. 8M-late completion of checklists.
