Major Provisions
On February 22, 2002, the TSA published a final rule requiring security programs for all commercial operators of aircraft with a certificated takeoff weight of 12,500 pounds or more. Initially, the TSA planned to require full implementation of the program by December 1, 2002, with completion of flight crewmember criminal history records checks (CHRC) by December 6, 2002.

The new TSA Notice, to be published in the Federal Register on November 8, 2002, states that several obstacles faced by impacted operators justify the new compliance deadline. Among the reasons cited for the extension are that many Twelve-Five operators have not previously been subjected to any type of security program, necessitating further guidance from the TSA and additional time to train staff and flightcrews on the new security measures. Other factors in the TSA's decision are the lack of a readily available, TSA-approved process for conducting required flight crewmember CHRCs and a standardized training curriculum for use by affected operators.

The Notice does not specifically state that the December 6, 2002, deadline related to CHRCs for flight crewmembers is also delayed until February 1, 2003. However, NATA contacted the TSA for clarification and a TSA official has confirmed that the CHRC compliance date has changed to February 1, 2003, as well.
 
This has been coming since middle of 2002. Dec 6 date was just another postponement date as is Feb 1, 2003. TSA awhile back made available to qualified personnel with 135 outfits to get an outline of the security program. We have ours, but have been waiting to see how we are supposed to implement it. Still haven't heard the word about the procedure for obtaining CHRC and whether it applies to current personnel or only new hires. Any news?
 
It applies to all employees current and new hires. Contact your local TSA office if you don't have the info yet. Remember the info is sensitive security information and shouldn't be disclosed on the internet.
