Thank you for the call the other day. I have some answers to your
questions.
1) The flight training provider must register with the TSA if non-U.S.
citizens are being trained. A company that sends its employees to training
centers does not have to register. So, your company does not have to
register with the TSA since it sends you to FlightSafety.
2) Compliance is not necessary for a type-rating. In this case, it is
considered an add-on. No new "flying skills" are gained through the
completion of a type-rating.
3) Expedited processing is still available for category 2 applicants.
Nothing has changed in this regard.
4) There is a reason why we are not addressing training for aircraft greater
than 12,500 pounds. Candidates for aircraft greater than 12,500 were
already affected by the 12,500 rule that came out in 2003, so there isn't
much difference there concerning the requirements.

Thank you for the clarifications. I have a couple of follow-up questions for you.
The employer I am talking to is not yet my employer, I am just trying to clarify the
TSA rules so that I know what to deal with
Q1) With reference to your (2) answer: Does this mean that since I have my ATP
and Type rating already, that I DO NOT HAVE TO EVEN REGISTER WITH THE TSA FOR ANY NEW TYPE RATING ON ANY AIRCRAFT, and not pay the fee?
Q2) Does a company have to register if they do in-house training even if it is for
"add-on" type rating and I don't have to register? What if they only do groundschool
( indoc + systems ) in-house?
Q3) What about if I should get on with a Regional? Initially as a FO I wouldn't
even get a type rating just training, and then when upgrade come I would get
the type rating.
Q4) Are these points clarified with the TSA, so that I can bring this up to new
employers?

Q1) No registration is required for a type rating. It is considered an add-on.
Q2) Registration is only required if they do training towards private, instrument, and multi-engine ratings. Ground school is not flight training, so no compliance is necessary.
Q3) No need to worry here. The same answer to Q1 applies here.
