Our windshields where making some kind of clicking noise on takeoff and the new policy is to leave it on. i didnt know we had the same thing happen here at xjet. Hopefully they figure out what the problem is so it doesnt happen anymore.

When the windshields reach 45 degrees C on the older 145s they automatically turn themselves off. Once they cool down to 40 degrees C they come on again. The clicking you are hearing is the normal cycle. It isn't as noticeable in winter as in warmer weather but it happens in the descent. (Embraer put out a service bulletin and a revision to the AOM calling for W/S heat only in the descent or when icing is encountered or expected. People were burning out the heating elements leaving them on all the time.)
The newer system does it, also. It modulates around 26 degrees C and bumps up to 43 degrees C when ice is detected. I don't recall the clicking on the older system, but I hear it all the time on the newer one. Normal but annoying as hell.
Next time you are on the ground flip up your electrical page and then press the w/s heat buttons in. You'll hear the click and see the spike on the electrical current draw. Turn them off again and you'll hear the click and see the load drop off. On the newer system I think you can trick it into HIGH HEAT mode by turning the Anti-Ice test knob... I think.
But then, I've never flown this type before. (Inside joke.)
