Did you consider that the roll/yaw were probably due to the left turning tendencies produced by the high power setting and low airspeed at which the airplane was operating while climbing in the full-flap configuration? That's probably the source, rather than asymmetrical flap deployment, or some other minor mis-rigging which any 25+ year old airplane can be expected to have.

I think (I'm not a mechanic so I am not sure) that for certification these days the plane has to be able to take off and climb with full flaps. At least for part 23 airplanes.

I have been told that same thing. I'm not sure though.
