National Review had an article about the Pickens Plan this week pointing out the many problems with it, i.e. 20% is the maximum the engineers believe can be incorporated due to its unstable and unpredictable nature making it very difficult to match supply with demand (that is why the Dutch stopped building wind turbines)
Coincidentally, the Dutch get about 20% of their electricity from wind turbines. There is nothing unstable or unpredictable about the wind conditions in the types of places targeted for wind turbines.
