In general...I want to know how I can turn in ATC when they screw up? They can turn in pilots, but pilots can turn in ATC?

I have nothing against ATC and they do a good job.

Even if he didn't know he was transmitting? I would be surprised if the FCC fined him for an inadvertent transmission of a cuss word.

That's a tough one. If you call, maybe you can settle it over the phone. If you don't call, you're getting a letter for sure. And I'm not sure how an ASAP would work here.

I think you are right, but giving them a phone number to call below 10k would violate that in my eyes as well.
