And that reminds me, scheduling restricts manual trip trades are only when ALL hubs are in swap.

Don't forget, L-XJT and L-ASA schedulers are both in the same room in ATL. So, if one hub is in SWAP/IROP, the schedulers lean over and tell the others, "That's how we do things up here" and apply that to ALL hubs.

They tried that last week. It didn't work. But that doesn't mean they don't keep doing it.
