Is the Washington Dulles Base an option for pilot new hires ? And if not initially available what would the average time period be before being able to hold IAD ?

Did you ever get an answer on this? My brother is looking for a "part time" flying gig in FLL. used to fly 1900's for Gulfstream but gave that up after 9/11 Looking for any feedback on Quality of Life at Silver....
