This is a BS interpretation, you do not need seats in exit rows filled, they are certified to evacuate in just this situation.

My guess is in this scenerio they would be able to meet the criteria for the evac!!!???

If the airplane flies empty, then there are no passengers to evacuate. Duhhh!
