How is the upgrade done at regionals(e.g ACA)? Let's say someone is hired with 1500 hrs and 6 months latter someone else with 4500 hrs. Who gets to get upgraded first? The one with more time has to wait until his seniority number is coming?

It depends. At Airlink for instance, you need 3500 total to upgrade to the left seat of the CRJ. If somebody junior to you has the time and you don't, and their senoirity allows them to hold a class, they will go to class before you. However, they will bid below you on the list once you get the type.
