The F-16's stabilators are not reversed.

You're thinking of the fact that they provide upward lift since the CG is behind the main wing's center of lift... but trailing edge up still means houses get smaller.

Not much debate with this view. Jet's high above rwy, nozzles appear to be at a high (non-afterburning) power setting with obvious heat signature. Gotta be over 350 KIAS with the low pitch picture, probably faster.
