When I called, I spoke to a very helpfull gal (surprised me a gov't agency had a helpful person). I told her I lost my RTOP and I guess I was ready to buy another one. She ask: "Haven't you moved since your original application." I said, yes. She then said I should request a change of address (which we did over the phone) and she would send me a new one (free of charge)!
