Question for UAL pilots and/or their "regional" partner employees

Has it been SOP for UAL to issue separate (in addition to their own "regional" EMP ID #'s) UAL employee numbers to "regional" partner pilots/FA's/Mx/Dx for accessing UAL's system for work duties/benefits?

(I don't care for the word "regional" but I think it helped clarify my question here...)
