It is not a snake pit here, and actually never said a word to anyone, since there are 8 other people from this office on here...

But it just ticked me off, because this person failed to listen or to be taught during ground school and desk training, and whines to their friend

It sounds like it still is. MM aka Bart Simpson comes on and calls someone a loser. You say you are going to mention this to a bunch of people in the office and don't, but post this other dispatcher's dirty laundry of what he did wrong. It doesn't sound like he's a real winner, but what you guys are doing doesn't make the situation any better.

Is ANY small dispatch office, especially if MX control and scheduling is also in there, a mature work environment?

I work at a place where the constant flow of expletives could make a sailor blush.
 
Certain dispatchers have raised the creative use of profanity to an art form. I'm talking 'hang it in the Louvre' type level.
