Technically, yes. Realistically, no. The airplane has to be full before the jumpseat is allowed. And that is a physical impossibility for a Saab. Not to mention, the jumpset is similar to a lawn chair.
 
I'm not a SF3 pilot, however I understand that the W&B is better with a jumpseat rider. I guess the back is too heavy.

On short runs you can have full load plus jumpseat and be "fairly legal" in the Saab, depending on how many times the damn thing was painted, and how many bags...
 
Also can you jumpseat on you guys international? I'm CASS and wanting to go from BOS to Toronto?
