Only prop I've ever seen with white beacons is a King Air...

(sorry I know bupkis about the Q400)
 
Q400 has a single red anti-collision light on top of the fuselage forward of the wing used for all ground ops. For take off the anti-collision switch if flipped forward (3 position switch) and the red light goes out the 2 white strobes (top of the tail and belly) come on. Switched back to red after landing and clear of the runway. Since its only the one red up top on the ground, thats why the wing inspection lights come on for eng start as well.

Guess you've never seen an ATR.
Those things are so bright that even 2 hours later, there is still an image burned into the retina.
