The Empire State Plaza is located in Albany, NY.

I was trying to be kind by stating "poor flight planning"

Honestly, do not know how they didn't know that this was not a good idea.

Since when did the state police have jurisdiction over aircraft operation and the ability to determine that the aircraft was flying too low???

3. Why is he in NY being from California? Did he fly from California to NY just for this job?

I wouldn't even consider this poor flight planning. It would fall under the category of pure stupidity.
Empire state Plaza is in Albany, NY. About 200 miles north of the empire state building and NYC.
