I'm sure it will be explained in groundschool starting on March 6th.
 
It's just a way to get around those pesky conditional phrases in a TAF (tempo, prob30, becmg, etc).

The main body of the TAF (FM group) needs to be at or above landing mins, but there can be a conditional phrase that drops the vis to 1/2 of the required landing mins.

For example...Lets say your destination requires 1/2sm vis to be dispatched. The main body of the TAF is calling for 1/2sm or better, however there is a tempo during your ETA for 1/4sm. You can be released under exemption 3585.

You will require 2 alternates. The first can meet the same criteria as the destination (main body at or above alt mins, conditional 1/2 of alt mins), but the second alternate has to be at or above alt mins.
 
basically you need a good body - ie: main body forecast has to be good. if the conditional forecast (TEMPO, BECMG, etc) shows that you don't meet the minimums then you will need 2 alternates. first alternate can be reduced depending on the number of approaches available at that alternate. 2nd alternate must have alternate mins and cannot be reduced. must be noted in the paperwork that you are 'released per 3585' and you should have contact with dispatcher throughout the flight.

think i got it right. haven't used it in a long time. you will find it in the ops specs of the airline.

it is complex and not used very often at my workplace.

It is a method by which you depart 3 hours late, attempt at least one approach, divert without being able to communicate with anyone at your company (because they went home already) and show up on the ramp at 03:30 with no one to park you or talk to the passengers.

It is best dealt with using a three step checklist:
1) Find a phone
2) Call Crew Scheduling
3) Tell them you are sick
 
that 3585 also applies to CAT II mins if there is a CAT II runway...and if the G.D. CAT II isn't deffered.
 
It allows you to depart to a destination that you couldn't otherwise only because of the conditional phrases in the TAF. If the main body of the TAF is no good, this won't help.
 
It just means make sure dispatch put on another alternate and you're going to just shut yer pie hole and drive the fracking bus. It's your job to go and try to land there. You are supposed to be a professional pilot who can conquer anything short of cumulus granite.

Expemption 3585

Come on... insiders know the true intent of 3585 is to allow a few of the "chosen" to bypass the Regionals directly to Mainline.
 
If your captain is still high mins, and the weather is below their requirements....you can go 3585.

3585 means if your on a less than 12 hour overnight your drinking time can be reduced to 1/2 of the requirment if your total duty time the next day is 1/2 of the maximum allowed by the FAA. For example, if you are on an 11 hour overnight, but your duty time the next day is 8 hours or less (16 divided by 2) your drinking time can be reduce by 1/2, so can drink until 6 hours before your show time.
