Plaese explain Exemption 3585

Hmm...

I thought it applied to "handicaping" the talent at the bar.

Example:

She is really pretty crummy looking, but as I drink more, she is BECOMING better. But I am not so sure, I need an alternate... Oh yeah, there is one... Smoking next to the pool table over there. She is pretty rough too, she is TEMPORARILY bellow my minimums, but I expect that to change as my evening progresses. I am going to need a second alternate though... Ah, passed out lady in the corner shows a good forecast! Legal to depart!

This thread has made 3585 fun. :D

Seems like our dispatchers would rather do a pre-planned amendment rather than a 3585. Seems like they can be used about the same way, with the difference being alternates and alternate fuel.
