how does regions airline get by this reg? they fly 19 or 18 seat jetstreams.

They probably fly the junkstreams under Pt 135.

Notice that the difference between the two is the 7500 payload capacity. If it is less than 7500 (like the regionals you cite) then the requirement is 1 flight attendant when the seating capacity is more than 19 but less than 51. If the payload is more than 7500, the flight attendant is required for seating capacities of 10 to 50.
