Yes. I've flown in the back and the pilots announced crusing altitudes in the 30s.

Yeah, I'm with Cliff that I've DH'd in the back a ton and I've never heard of them being held low. So I'd imagine that most, if not all are certified. Unless something is MEL'd that would preclude them from being RVSM capable during that certain time.
 
Hey, and if something is MEL'd, maybe, to save money, the machanics can just go digging in the dumpster to find replacements. Don't be shy!
