Does the new Northwest scope permit Pinnacle to fly 70-seat RJs for any major airline (let alone NWAC)?
 
I'm not sure about Pinnacle, but if it is anything like Mesaba, NWA scope would not affect them. However, with all the NWA big wigs on the Board at Mesaba, Mesaba's management will only do what the NWA boys tell them to do. Paul Foley and John Spanjers have to ask Steenland and Pohlad if Maxwel House is ok for the coffee makers in the office. Pinnacle's leadership may be the same, I don't know.
 
I don't know about Pinnacles airlink agreement, I would assume it is like Mesaba's...which means they can't fly for any other carriers. But the new scope still does not allow any 70 seaters for any of NWA's regionals as far as I understand.
 
NWA ALPA will tell you "THEY" own all flying over 55 seat's (with the exception of the 36 Avro's). That is a true statement and cannot be contested regarding NWA flying.

As for PNCL and 70 seat flying for SOMEONE else... Yes we can, but.. the strings attached and the requirments that NWA has imposed on us makes it next to impossible. In a nut shell as I can vaguely remember...
If we do not use ANY equipment that NWA uses (tugs, computers, check in stands, dispatchers, basically it has to be completely seperate)
That we do not fly into a city which NWA operates "X" amount of flights daily ( I think 8 or 10).
That we do not fly into a NWA hub or "focus city"
The list goes on, but as you can see it can be done, but with many limitations.

Finally.. the mgmt at PNCL answers to Eagan and I seriously doubt they will but thier individual or collective bonus's on the line for a 70 seat a/c under someone else's color's. Like XJ, they need to ask what type of coffee they can have in the morning at corporate.

70 seat a/c under NWA colors will only be flown by NWA pilot's...
 
Then again the rumor is that NWA has been eyeing the blue tails (CA) to become a LCC. So the 70+ seaters could end up at the other NWA holding, but who really knows 'till its done.
