In the LR60 it can be. 15 degrees nose up and 200 knots you will be thru 2000 ft in no time because you are climbing at better then 6000 fpm.
The LR60 is a fine performing airplane, and unusually sporty when it is light. But what you're describing is the need to modify your technique for the requirement at hand. At SMO that sporty performance becomes a welcomed asset. A captain with 100 hours in that airplane should be able to comfortably start pulling the power back and shoving the nose over in plenty of time to whisper by the noise sensors - especially if they're light.
