It was widely assumed that they would have to take the first upgrade bid that came along after their seatlock was up or revert to SIC pay. That was the assumption because thats what bypass pay was for. To protect people who HAD NO OPPORTUNITY to upgrade.
The company dropped the ball and created a status qou of continueing to pay bypass forever. Well, not forever, just till now.
