It must be operative unless you have any comb. of two stabilized gyros or INS stabilized compass systems and Aircraft is operated with dual independent navigation capability and under positive radar control by ATC on the enroute portion of flight. That is how we operate our 1900's, but every airline has their own MEL that has to be approved by the FAA.
